Tex. Insurance Code § 4001.151: AUTHORITY TO ISSUE TEMPORARY LICENSE.

The department may issue a temporary agent's license to an applicant for a license under Section 4001.102 who is being considered for appointment as an agent by another agent, an insurer, or a health maintenance organization.
