The department may examine and investigate the affairs of a person engaged in the business of discount health care programs in this state to determine whether the person:
(1) has or is engaged in an unfair method of competition or unfair or deceptive act or practice prohibited by this chapter; or
(2) has violated Subchapter B or C.
