Tex. Labor Code § 407A.004: GROUP NOT INSURER.

Where this section sits in the code

A group issued a certificate of approval by the commissioner under this chapter is not:

(1) an insurer based on that certificate; and

(2) subject to the insurance laws and rules of this state except as otherwise provided by this chapter.
