Tex. Local Government Code § 379C.002: APPLICABILITY.

Where this section sits in the code

This chapter applies only to home-rule municipalities that:

(1) have a population of 1.18 million or more; and

(2) are located predominantly in a county that has a total area of less than 1,300 square miles.
