Tex. Local Government Code § 379E.002: APPLICABILITY; CONSTRUCTION WITH OTHER LAW.

This chapter applies only to a municipality:

(1) to which Chapter 379C or 379H does not apply; and

(2) that has not ever adopted a homestead land bank program under Subchapter E, Chapter 373A.
