Tex. Natural Resources Code § 164.006: ISSUANCE OF BONDS.

For the issuance of bonds under this chapter, the board may exercise the authority granted to the governing body of an issuer with regard to issuance of obligations under Chapter 1371, Government Code, to the extent that it is not inconsistent with this chapter.
