Tex. Natural Resources Code § 32.105: DATE FOR OPENING BIDS.

The date for opening bids for the sale, lease, or commitment to a contract for development of land shall be:

(1) the first or third Tuesday of a month in which the board meets; or

(2) any date on which the board has a special meeting.
