Tex. Occupations Code § 2001.213: COMMISSION ACTION NOT REQUIRED.

If, for reasons beyond the control of the commission, sufficient information is not available to allow the commission to determine the eligibility of an applicant for a manufacturer's or distributor's license issued under this chapter, the commission is not required to take action on the application until the applicant provides the required information.
