Tex. Occupations Code § 2501.102: IMPOSITION OF FEE PROHIBITED BEFORE EMPLOYMENT OFFER ACCEPTED.

Notwithstanding any refund policy, an owner, operator, counselor, agent, or employee of a personnel service may not impose a fee on an applicant until the applicant accepts an offer of employment resulting from an employment referral made by the personnel service.
