Tex. Special District Local Laws Code § 1012.052: QUALIFICATIONS FOR OFFICE.

(a) To be eligible to hold office as a director, a person must be:

(1) a district resident; and

(2) a qualified voter.

(b) An employee of the district may not serve as a director.
