Tex. Special District Local Laws Code § 1015.308: SPENDING RESTRICTIONS.

After the effective date of the district's dissolution, the board may not spend any money except:

(1) as authorized by law; and

(2) as necessary to pay reasonable dissolution expenses and the district's legal debts incurred before that date.
