Tex. Special District Local Laws Code § 1019.103: MANAGEMENT AND CONTROL.

The board has full management and control of all district business, including the power to:

(1) negotiate and contract with any person;

(2) purchase or lease land;

(3) construct and equip a hospital system; and

(4) operate and maintain the hospital.
