Tex. Special District Local Laws Code § 1029.103: MANAGEMENT AND CONTROL.

The board has full management and control of all district business, including the power to:

(1) negotiate and contract with any person;

(2) purchase or lease land; and

(3) construct, equip, operate, and maintain a hospital system.
