Tex. Special District Local Laws Code § 1038.104: HOSPITAL SYSTEM.

(a) The district shall provide for the establishment of a hospital system by:

(1) purchasing, constructing, acquiring, repairing, or renovating buildings and equipment;

(2) equipping the buildings; and

(3) administering the system for hospital purposes.

(b) The hospital system may include any facilities the board considers necessary for hospital care.
