Tex. Special District Local Laws Code § 1038.203: BOND ELECTION.

(a) The district may issue bonds, other than refunding bonds, wholly or partly secured by an ad valorem tax only if the bonds are authorized by a majority of the district voters voting at an election held in the district.

(b) Except as otherwise provided by this chapter, the election shall be conducted in accordance with Chapter 1251, Government Code.
