Tex. Special District Local Laws Code § 1056.0515: QUALIFICATIONS FOR OFFICE.

(a) To be qualified to serve as a manager, a person must be:

(1) a resident of the district; and

(2) a registered voter.

(b) A district employee may not serve as a manager.
