Tex. Special District Local Laws Code § 1069.105: RULES.

The board may adopt rules for the operation of the district, including rules governing:

(1) the operation of the hospital and hospital system;

(2) the duties, functions, and responsibilities of district staff and employees; and

(3) the acquisition of goods or services.
