Tex. Special District Local Laws Code § 1080.052: QUALIFICATIONS FOR OFFICE.

To qualify for election to the board, a person must:

(1) be at least 18 years of age;

(2) have been a resident of the district for at least two years;

(3) be a qualified voter; and

(4) own taxable property in the district and have duly rendered that property for taxation.
