Tex. Special District Local Laws Code § 1096.251: IMPOSITION OF AD VALOREM TAX.

(a) The board shall impose a tax on all property in the district subject to district taxation.

(b) The tax proceeds may be used only to:

(1) provide for the operation and maintenance of the district and hospital system;

(2) make improvements and additions to the hospital system; or

(3) acquire sites for additions to the hospital system.
