Tex. Special District Local Laws Code § 1103.054: QUALIFICATIONS FOR OFFICE.

(a) A person must at the time of election or appointment as director:

(1) be a registered voter of the district; and

(2) be at least 18 years of age.

(b) A director must reside in the area the director represents.
