Tex. Special District Local Laws Code § 1109.055: OFFICERS.

(a) The board shall elect from among its members a president, who shall preside, and a vice president, who shall preside in the president's absence.

(b) The board shall appoint a secretary, who need not be a manager.

(c) Each officer serves a one-year term.

(d) The board shall fill a vacancy in a board office for the unexpired term.
