Tex. Special District Local Laws Code § 3802.157: PROPERTY EXEMPT FROM ASSESSMENT AND IMPACT FEES.

The district may not impose an assessment or impact fee on the property, equipment, or facilities of:

(1) an electric utility, as defined by Section 31.002, Utilities Code; or

(2) a public utility, as defined by Section 51.002, Utilities Code.
