Tex. Special District Local Laws Code § 3875.071: BOARD OF DIRECTORS.

Except as provided by this subchapter, the district is governed by a board of five directors elected by the voters of the district at large. Except as provided by Sections 3875.073(b) and 3875.074, directors serve staggered terms of four years and until their successors have been elected and have qualified.
