  5. SUBCHAPTER E. ENFORCEMENT

(a) The district may sue in a district court to enjoin a violation or threatened violation of this chapter or a rule adopted under this chapter.

(b) The district may sue for injunctive relief and a civil penalty in the same proceeding.
