Tex. Special District Local Laws Code § 6902.054: EX OFFICIO DIRECTORS.

The county judge of Crane County and the mayor of the City of Crane shall serve as ex officio directors. The county judge and mayor are entitled to attend all board meetings and participate in all board proceedings but are not entitled to vote on matters before the board.
