Tex. Special District Local Laws Code § 8510.0318: LIMITATION ON POWERS OF AUTHORITY REGARDING GROUNDWATER.

This chapter does not authorize the authority to:

(1) acquire or regulate groundwater or groundwater rights by the exercise of the power of eminent domain; or

(2) regulate the use of groundwater resources.
