Tex. Special District Local Laws Code § 8513.0307: POWERS RELATING TO PARKS, RECREATIONAL FACILITIES, AND PRESERVATION OF FISH AND WILDLIFE.

(a) The authority may acquire:

(1) additional land adjacent to a permanent improvement constructed inside the authority for the purpose of developing parks or recreational facilities; and

(2) necessary rights-of-way to construct, operate, and maintain roads necessary for ingress and egress to an area described by Subdivision (1) or to a fish or wildlife preserve or reserve.

(b) The authority may provide recreational facilities and services and may enter into a contract or agreement with any person for the operation or maintenance of a park or recreational facility.

(c) The preservation of fish shall be in accordance with any rules prescribed by the Parks and Wildlife Department.
