Tex. Special District Local Laws Code § 8878.053: DISQUALIFICATION OF DIRECTORS.

Subject to Section 8878.061, the common law doctrine of incompatibility does not disqualify an official or an employee of a public entity from serving as a director of the authority. A director who is also an official or an employee of a public entity may not participate in the discussion of or vote on a matter regarding a contract with that public entity.
