Tex. Transportation Code § 201.756: LOCAL GOVERNMENT SPONSOR RESPONSIBILITIES.

A local government sponsor that submits notice under Section 201.755 is responsible for preparing all materials for:

(1) project scope determination;

(2) environmental reports;

(3) the environmental review document;

(4) environmental permits and conditions;

(5) coordination with resource agencies; and

(6) public participation.
