Tex. Transportation Code § 451.060: AGREEMENT WITH UTILITIES, CARRIERS.

Where this section sits in the code

An authority may agree with any other public or private utility, communication system, common carrier, or transportation system for:

(1) the joint use of the property of the agreeing entities in the authority; or

(2) the establishment of through routes, joint fares, or transfers of passengers.
