Tex. Transportation Code § 452.703: INITIATING ORDER OR RESOLUTION: CONTENTS.

To initiate the process of creating an authority, the governing body or commissioners court or both must adopt a resolution or order containing:

(1) a description of the boundaries of the territory proposed to be included in each subregion; and

(2) the designation of each time and place for holding public hearings on the proposal to create the authority.
