Tex. Transportation Code § 548.304: STATIONS LICENSED TO CONDUCT EMISSIONS INSPECTIONS.

The department may authorize and certify inspection stations as necessary to implement the emissions-related inspection requirements of the motor vehicle emissions inspection and maintenance program established under this subchapter if the station meets the department's certification requirements.
