Tex. Utilities Code § 105.025: PLACE FOR SUIT.

Where this section sits in the code

A suit for an injunction or a penalty under this subtitle may be brought in:

(1) Travis County;

(2) a county in which the violation is alleged to have occurred; or

(3) a county in which a defendant resides.
