(a) The district courts of Travis County have exclusive jurisdiction of the appeal of an order or decision of the railroad commission assessing an administrative penalty under Section 121.304.

(b) Subchapter G, Chapter 2001, Government Code, and the substantial evidence rule apply to an appeal under this section.
