Tex. Water Code § 56.209: USE OF UNSOLD BONDS FOR MAINTENANCE PURPOSES.

If any bonds remain unsold which are not required to complete improvements, the board may enter its consent on the public record to sell the bonds and place the proceeds in the construction and maintenance fund for use in accomplishing the purposes stated in Section 56.242 of this code.
