Tex. Water Code § 59.001: PURPOSE AND APPLICATION.

(a) The purpose of this chapter is to authorize creation and operation of regional districts for water, sanitary sewer, drainage, and municipal solid waste disposal under Section 59, Article XVI, Texas Constitution.

(b) This chapter applies only in counties with a population of at least 3.3 million or bordering a county with a population of at least 3.3 million.
