Tex. Water Code § 61.111: PURPOSES OF DISTRICT.

Where this section sits in the code

A district may:

(1) improve rivers, bays, creeks, streams, and canals inside or adjacent to the district;

(2) construct and maintain canals and waterways to permit or aid navigation; and

(3) issue bonds to pay for these improvements.
