Tex. Water Code § 68.201: GENERAL POWERS OF DISTRICT.

Where this section sits in the code

(a) A district has all powers necessary or required to accomplish the purposes for which it was created.

(b) A district may do anything necessary, convenient, or desirable to carry out the powers expressly granted or implied by this chapter.
