Utah Code § 17-64-405: Investigation by legislative body -- Witnesses -- Hearings.

(1) A legislative body may investigate any matter pertaining to the county or county business, or the actions of any county officer that impact county business or operations, and may require the attendance of witnesses and take evidence in legislative body investigations.

(2) At legislative body investigations, any member may administer oaths to witnesses.

(3) If the legislative body appoints a member to a committee upon any subject or matter and confers upon that member power to hear or take evidence, the committee shall have the same powers as the legislative body itself.
