Utah Code § 17-78-201: Development of county resources.

(1) A county may provide for the development of the county's mineral, water, personnel, industrial, historical, cultural, and other resources.
(2) A county may expend county funds as are considered advisable to carry out the purposes of Subsection (1).
(3) Nothing in this section modifies the requirements of Section 17-78-103.
