Utah Code § 40-14-204: Rulemaking authority.

In accordance with Title 63G, Chapter3, Utah Administrative Rulemaking Act, the board shall make rules to establish:

(1) the requirements for identifying a permit as an eligible permit;

(2) the requirements for expedited review;

(3) the requirements for certifying a qualified reviewer;

(4) the maximum number of days for a qualified reviewer to complete an expedited review;

(5) the maximum number of days for the division to make a final administrative decision upon completion of an expedited review; and

(6) public comment requirements in accordance with federal and state law.
