An EMS agency license may be issued for any combination of the following classifications of EMS services:
1. Nontransport first response.
a. Basic life support.
b. Advanced life support.
2. Ground ambulance.
a. Basic life support.
b. Advanced life support.
3. Neonatal ambulance.
4. Air ambulance.
