Description: The Agency Procurement and Surplus Property Manual is published under the authority of § 2.2-1111 of the Code of Virginia, and sets forth the policies and procedures to be followed by state agencies and institutions in fulfilling procurement responsibilities within their delegated limits. In addition, the Division of Purchases and Supply of the Department of General Services may from time to time issue directives or memoranda which are effective until included in a revision to the manual or rescinded. The September 15, 1998, edition supersedes all previous editions and changes thereto.
