No person shall bring into or have in any forest any explosive or explosive substance, as defined by § 59.1-137 of the Code of Virginia. The provisions of this section shall not apply to the lawful carrying of firearms and firearms ammunition. No person shall discharge any firearm except in self-defense or as permitted under lawful hunting activities, as defined by the Virginia Department of Wildlife Resources.
