Whenever the words "counties west of the Blue Ridge Mountains," or language equivalent to that, appear in a regulation of the board, such words shall apply to the following counties:

Buchanan

Carroll

Clarke

Craig

Dickenson

Floyd

Frederick

Giles

Grayson

Highland

Lee

Montgomery

Page

Pulaski

Roanoke
