For any CO2 budget source, the CO2 authorized account representative shall submit a complete CO2 budget permit application under 9VAC5-140-7160 covering such CO2 budget source to the department by the later of January 1, 2021, or 12 months before the date on which the CO2 budget source, or a new unit at the source, commences operation.
