Article 4. ORDINANCES AND OTHER ACTIONS BY THE LOCAL GOVERNING BODY

The object of every ordinance, except an ordinance approving a budget, an annual appropriation ordinance or an ordinance which codifies ordinances, shall be clearly expressed in its title.
