All agencies and instrumentalities of the Commonwealth shall provide, at no cost, copies of documents requested by the Department of State Police or other law-enforcement officers as part of an active criminal investigation."Law-enforcement officer" means the same as that term is defined in § 9.1-101.1997, c. 44, § 2.1-2.2; 2001, c. 844.
