Va. Code § 32.1-102.10: Commencing project without certificate or registration grounds for refusing to issue license

Commencing any project without a certificate or registration required by this article shall constitute grounds for refusing to issue a license for such project. Persons commencing any project without a certificate or registration as required by this article shall be subject to the penalties set forth in §§ 32.1-27 and 32.1-27.1.1982, c. 388; 2009, c. 175; 2020, c. 1271.
