Va. Code § 38.2-1814: License required of resident property and casualty insurance agent and resident personal lines agent

A. No individual who is a resident of this Commonwealth shall obtain a license as a property and casualty insurance agent or as a personal lines agent from the Commission unless he has passed an examination in a form and manner prescribed by the Commission.B.
